UIA returns to Western & Albertine regions for Motor Third Party sensitisation

Our Non-Life Technical team returned to the Western & Albertine Regions on a Motor Third Party (MTP) sensitization tour to engage Traffic Police officers and other stakeholders on basic insurance concepts, Motor Third Party and its digitalization under the newly launched countrywide campaign “Jifune Bwepwa”. This follows similar engagements that took place in the area earlier this year.

The first in the series of engagements of the tour took place on 22nd September 2026, at Mountains of the Moon Hotel in Fort Portal, bringing together traffic police representatives from Fort Portal, Kasese, Kyenjojo, Bundibugyo, Bunyangabu and Kyegegwa. During the engagement, UIA Senior Technical Officer – Non-Life Insurance, Mr. Martin Okwaja appreciated the Uganda Police Force for its continued partnership and critical role in supporting the implementation and enforcement of MTP. He emphasized the importance of understanding insurance as a tool for protecting lives and property, noting that Motor Third Party is a mandatory requirement for motorists.

He encouraged motorists to familiarize themselves with their insurance policies, including the scope of cover, exclusions and claims requirements. He further urged those involved in accidents to promptly report incidents, seek medical attention for injured persons, notify their insurers and report cases to the Police to facilitate the claims process.

Mr. Okwaja also clarified that basic MTP has limitations and does not cover damage to the policyholder’s own vehicle or property, among other exclusions, advising Motorists seeking broader protection and higher limits of liability, to consider Comprehensive Motor Insurance or Enhanced Motor Third Party Insurance.

UIA Technical Assistant – Non-Life Insurance, Mr. Emojong explained that MTP digitalization is transitioning the traditional physical Motor Third Party sticker into a digital solution that can be accessed, displayed and verified within a digital environment. He noted that the initiative seeks to address challenges associated with physical stickers, including fraud, duplication and non-compliance.

He further noted that MTP compliance has remained at an average of approximately 600,000 motorists annually, compared to an estimated 2,185,203 motorists, according to the 2024 figures from the Ministry of Works and Transport. The digitalization of MTP is therefore expected to improve efficiency, reduce manual processes, enhance convenience and support greater compliance.

Mr. Emojong also demonstrated the process of purchasing and accessing a Motor Third Party digital sticker, equipping participants with practical knowledge on how the system works.

Regional Traffic Officer, Rwenzori East Region, SP Mutabingwa Moses Katabarwa, thanked UIA for the timely engagement, noting the importance of equipping Traffic Police officers with knowledge about the digital MTP system. He lauded the convenience of acquiring and verifying MTP digital stickers and encouraged Traffic Police officers to remain professional, prioritize road safety and embrace continuous learning and refresher training to strengthen enforcement.

The second engagement of the sensitization tour took place on 24th September, 2026 at Hoima Resort Hotel, attracting Traffic Police officers and other stakeholders from the Albertine Region areas including Kikuube, Buliisa, Masindi, Kiryandongo, Kakumiro and Kagadi.

Mr. Okwaja noted that the engagement was intended to broaden the insurance conversation beyond MTP and promote a wider understanding of insurance.

“Digitalization is the new normal, and insurance services must evolve with it,” Mr. Emojong noted, as he once again explained how the digital stickers can be accessed, verified and shared via digital platforms such as email and WhatsApp.

During the sensitization tour, the UIA Non-Life Technical Team was hosted on Voice of Tooro 101 FM in Fort Portal and Kabalega FM 106.9 in Hoima, with the discussions revolving around Motor Third Party Insurance and its digitalization.

These engagements form part of UIA’s wider #JifuneBwepwa campaign, which seeks to raise public awareness about the transition from paper-based to Motor Third Party digital stickers. Through media engagements, stakeholder training and targeted capacity-building initiatives, UIA continues to support motorists, traffic police officers and other stakeholders with the knowledge required for the smooth adoption and effective implementation of digital Motor Third Party across the country.
